There are no 2d Cir. oral arguments today, as the calendar shows. I'd speculate that the term "administrative offices" is used to exclude judges' chambers from the closure order. Some of the circuit judges might not want their law clerks (most of whom live in Manhattan or nearby in Brooklyn) to get the idea that they don't have to show up for work today.
